TORONTO - Health Minister Deb Matthews is expected to outline some of the Liberal government's plans to transform Ontario's health-care system during a speech in Toronto today.

Matthews promises to lay out an "action plan" to overhaul health care to try to lower costs and trim the $16-billion deficit in a speech to the Board of Trade.

Natalie Mehra of the Ontario Health Coalition says former Progressive Conservative premier Mike Harris never would have got away with announcing new health policy to a Toronto business audience.

She says Harris would have been justifiably skewered by the media because announcing health policy in such a setting "is completely inappropriate."

The NDP also say Matthews should not reveal plans to transform health care to a business audience, saying such talk should begin with health experts, not corporations.

Premier Dalton McGuinty told another Toronto business audience last week that health care was "overflowing with opportunities for reform."

The health coalition says the Liberals are more concerned with Bay Street's reaction to government cuts than that of the people who will be most affected by the changes.
